Lots of area to improvise, like the junk by the side i believe it's broken hotel goods, have them clean up. Lifts make sure it's functioning, the house keeping especially the mirror please clean it properly that's resembles the cleaning work very much. Toilet door needs latch from outside as well to keep it close also handle to pull it. Cups maybe even you don't provide water and water heater. Body soap at least. We have cheap store like eco shops thats the least you can do. Lots of small2 things tou can start with. Understandable that the hotel is very2 cheap. But maybe slowly improvise. Happy to stay there, very convenient, bank, mini mart and food stall nearby
